Mental Health Bill to Become Law

Delegate Tim Hugo’s (R-40th) HB 1609, as amended by Governor McDonnell, was passed by both the Virginia House and Senate. It will become law on July 1, 2013.

This legislation will improve coordination between public four-year higher education institutions, mental health facilities, and local hospitals. It aims to create a safer and more supportive environment for students and may prevent future tragedies. A companion bill, SB 1342, introduced by Senator Chap Petersen (D-Fairfax), also passed both the Virginia House and Senate.

The legislation was proposed in response to a request from two of Delegate Hugo’s constituents, Greg Richter and Lu Ann McNabb. Both serve on the Board of Directors of the Angel Fund, an organization created in the memory of Reema Samaha, one of the 32 victims killed at Virginia Tech.

“I’d like to personally thank Lu Ann and Greg for their hard work on crafting this legislation with Senator Petersen and me. It is my hope that this legislation will be a step in the right direction for a more supportive and safe environment for students in the Commonwealth,” said Delegate Hugo.

A guest editorial by Delegate Hugo regarding mental health issues, “Creating Safer Environment-Preventing Another Tragedy” and discussing this legislation appeared recently in the Fairfax County Connection newspapers.

As the third ranking member in the Virginia House of Delegates leadership, Delegate Hugo currently serves as the Majority Caucus Chairman for the House Republican Caucus. He is the Vice Chairman of the Finance Committee and also serves on the Commerce and Labor, Transportation, and Privileges and Election Committees. Delegate Hugo represents Centreville, Clifton, Fairfax, and Fairfax Station in Fairfax County as well as Catharpin, Gainesville, Haymarket, and Manassas in Prince William County.
