The suspect was described as being white and tall, with a medium build. He was wearing a dark colored jacket, dark colored pants, and he concealed his face from the victim.
The teacher is one of 12 faculty members from Virginia’s public and private colleges and universities who received the award, the highest honor bestowed upon faculty in the Commonwealth of Virginia.
In stating the need for this bill, Hugo said, “I find it troubling that school administrators have questioned students for hours at a time without parental knowledge regarding issues that could lead to the student’s expulsion or incarceration.”
